Survey of the States 2023 Update
Since we released the 2022 Survey of the States, an exciting wave of momentum has increased the number of states requiring students to take a personal finance course to graduate from high school. 30 states have now passed legislation or regulatory changes to require students to take this course; in 16 of them, the requirement is for a stand-alone personal finance course. We are thrilled by this growing trend and, through our FinEd50 initiative, are working to grow that number and increase access to this knowledge for all students.
The number of states requiring students to take an economics course remains unchanged at 25 states.
2022
Florida
SB 1054 passed the state House and Senate unanimously and was signed by Governor DeSantis on March 22, 2022.
Requires all students to take a one semester personal finance course to graduate from high school, beginning with students entering 9th grade in 2023.
Michigan
HB 5190 passed the state House and Senate with wide margins and was signed by Governor Whitmer in June 2022.
Requires all students to take a one semester personal finance course to graduate from high school, beginning with students entering 9th grade in 2024.
2023
Indiana
SB 35 passed the state Senate and House unanimously in April and was signed by Governor Holcomb on May 4, 2023.
Requires all Indiana schools (public, charter, and state accredited private) to provide a course on personal finance. Students graduating from high school in 2028 and beyond will be required to take the course.
West Virginia
HB 3113 passed the state Senate and House nearly unanimously in March and was approved by Governor Justice on March 23, 2023.
Requires all students to take a one-semester course on personal finance in order to graduate from high school beginning with students entering 9th grade in 2024.
Montana
The Montana Board of Education approved changes to the state’s graduation requirements to include one semester of personal finance OR one semester of economics.
HB 535 clarifies required elements of the curriculum, passed the state House and Senate in April and was signed by Governor Gianforte on May 3, 2023.
Minnesota
HF 2497 passed the state Senate and House in May and was signed by Governor Walz on May 24, 2023.
Requires all Minnesota students to take a personal finance course for high school graduation. The requirement begins with students entering 9th grade in 2024.
Connecticut
SB1165 passed the state Senate and House and was signed by Governor Lamont on June 7, 2023.
Requires all Connecticut students graduating in 2027 and later to take one semester of personal financial management and financial literacy.
Louisiana
HB 103 passed the state Senate and House with strong bipartisan votes and was signed by Governor John Bel Edwards on June 9th, 2023.
Requires all Louisiana students graduating in 2027 and later take a standalone personal finance course for high school students.
Oregon
SB 3 passed the state House and Senate in June and was signed by Governor Brown on July 31, 2023.
Requires all students graduating after January 1, 2027 to take a one semester course in personal finance.
